Beulah is 76% full. Fishing for holdover trout is good right now, trolling has been producing some very strong trout in the 18 inch range earlier this spring. With warming water temperatures trout will be located in deeper portions of the reservoir or near the mouth.
There are bull trout in the reservoir, if you catch a bull trout you must release it unharmed.
